The above list of registrants in the Onsite Wastewater Registration Program (OWRP) is subject to change. While ASTTBC is endeavouring to keep this list current, given the ongoing process of registering ROWPs, it is possible that all current registrants and their categories of practice may not be shown.
If clarification is required as to an individual's certification or registration, please contact Karen Taylor, Coordinator, Operations, at 604.585.2788, local 236.
Provision of Onsite Wastewater Services
Onsite wastewater services are to be provided in strict accordance with the 'Sewerage System Regulation' that came into effect May 31, 2005. This regulation applies to the site assessment, planning, installation and maintenance of all types of onsite wastewater systems, from septic tanks for single-family homes to complex systems for multi-residential, industrial and commercial applications.
Prior to engaging an onsite wastewater services practitioner, it is recommended that you clarify what services may or may not be provided as a condition of the service provider's qualifications and/or registration.
Authorized Persons
There are two classes of authorized persons who can provide onsite wastewater services under the regulation...
- A 'professional' as defined by the regulation
- A 'registered practitioner' who holds a registration certificate issued by the Applied Science Technologists & Technicians of British Columbia (ASTTBC)
The 'registered practitioner' has the title of Registered Onsite Wastewater Practitioner and will use the initials ROWP. This designation is granted to the individual, not the company they work for. While they may be involved with aspects of Type 3 systems, the regulation only provides the ROWP with full authority for Type 1 or Type 2 systems.
New entrants to the industry who are registered with the ASTTBC Onsite Wastewater Registration Program (OWRP), but have yet to complete all requirements for certification and registration, are identified as an Onsite Wastewater Apprentice. An Onsite Wastewater Apprentice is not yet authorized to offer onsite wastewater services to the public and would work under the supervision of an authorized person.
