The Sewerage System Regulation states that any person, with the exception of persons designated as a 'professional' by the regulation, carrying out site assessments, installations and maintenance services for Type 1 and Type 2 systems must be registered with ASTTBC as a 'registered practitioner'. As well, a 'professional' must supervise anyone doing installation and maintenance work on Type 3 systems.
ASTTBC, working with BCOSSA and MoHS, has outlined the requirements for registration as a 'registered practitioner'. Individuals who are certified and registered with ASTTBC receive the designation of... 'Registered Onsite Wastewater Practitioner' and may use the initials 'ROWP' after their name. Those providing onsite wastewater services may be able to get registered in one or more of four categories...
- Planner
- Installer
- Maintenance Provider
- Private Inspector
The Sewerage System Regulation makes registration mandatory for 'registered practitioners' in the categories of Planner, Installer and Maintenance Provider to a competency level for Type 1 and Type 2 systems. ASTTBC provides a voluntary certification to a competency level for Type 3 systems in the categories of Installer and Maintenance Provider, as an assistance guide to 'professionals' for selecting experienced practitioners for Type 3 projects.
Private inspection services are not currently regulated and are not covered by the Sewerage System Regulation. At the request of industry and as an additional service to the public in identifying competent practitioners, ASTTBC has provided a voluntary certification and registration in categories for Private Inspector - Residential and Private Inspector - Commercial.
It should be noted that a 'professional', as defined by the Sewerage System Regulation, does not need to be registered with ASTTBC. ASTTBC will, however, accept an application request from a 'professional' for registration as a ROWP, if requested.
To achieve registration with ASTTBC, an individual will be required to...
- Complete an education and training program as approved by BCOSSA, or pass homestudy exam
- Satisfy the Onsite Wastewater Registration Board (OWRB) as to the minimum experience required
- Complete the ASTTBC Code of Ethics & Practice Exam, and a Professionalism in Practice training module
- Submit references as to who can validate the work experience claimed
BCOSSA will set the standards for the education and training programs acceptable for registration. The training sessions are delivered through the Westcoast Onsite Wastewater Training Centre (WOWTC) and are offered throughout British Columbia.
Applicants who believe they are already competent in the field will be given the opportunity to write homestudy exams. Persons registered with ASTTBC as an Applied Science Technologist (AScT) or a Certified Technician (CTech) who wishes to offer onsite wastewater services will be required to secure registration as a Registered Onsite Wastewater Practitioner (ROWP).
